Artisan Bone and fashion Leather Belt Buckle

Look to add this unique Artisan Bone and Leather Belt Buckle to your collection! It is a curved piece of bone mounted on a piece of metal (iron or pewter?) and decorated with textured leather and brass. The piece is signed, but I can't quite figure out what it says. Since these photos I have polished it somewhat and is otherwise in beautiful condition. I have marked it as from the 70s, fashion but that is based solely on the style and construction.
